Attempt at a double lead

In an effort to control Poppy on the lead (when we walk the 2 together she pulls so much) I attached her to Holly who is acting as a 7 stone lump of balast to prevent her from removing my arm. On her own she is ok to walk but when we take them together it becomes a competition for who can win the bit of food on the pavement
