Michael,
There can be a multitude of reasons from allergies to fleas to congenital reasons, but the most obvious one and the one I would first consider is your other dog. Do they play together and if so in play one will often mouth the other's neck causing small wound s resulting in neck sores. Just make sure to keep them clean. If that's not the cause and the sores persist, check with your vet. John.
Cash had the same thing but also had a few scabby sores on his inner legs and chest area with the neck ones. He had to get on an antibiotic for it. They went away fine. We notice they come back if he is very stressed. The vet explained in our case he is a pup and that they all have strep/staph living on them like we do and some dogs have immature immune systems that allow it to sway the wrong way during stress or illness. See you vet and do a scrapping to test what it is if a broad spectrum antibiotic doesn't heal it.
